北京语言大学国际学生教育政策与评价研究院（简称“北语评价院”）的前身是北京语言大学汉语水平考试中心，是汉语水平考试（HSK）的发祥地，有三十余年的汉语考试研发和实施经验，是北京语言大学教育学二级学科“教育评价与治理”的主建单位。
北语评价院主要开展以语言测试为核心，辐射教育政策、教育测评、汉语国际教育、语言认知与习得、汉语语言学等多个研究领域的科学研究、政策咨询和考试实践工作，力争建设成为”政、产、学、研、用“五位一体的高端智库平台和专业考试研发机构。
自2013年起，北语评价院承担了教育部国际司和国家留学基金委委托的“中国政府奖学金本科来华留学生预科教育标准及结业考试”的研发与实施工作；该考试于2016年由教育部国际司正式确立为衡量奖学金生预科结业水平的唯一标准；自2018 年起，北语评价院受教育部委托，先后承担了“来华留学本科入学政策与标准”、“来华留学本科入学水平调查”、“国际学生线上线下教育的效果比较及对策研究”、“国际学生本科入学标准国际比较分析”、“教育评价专业化建设的国际案例研究”、“国际学生线上教育质量跟踪与评价”等大型调研项目的研究和具体实施工作。
北语评价院还主持、参与实用汉语水平认定考试（C.TEST）、面试型汉语口语考试（C.TEST 口语面试）、教育部义务教育质量监测等重要考试的研发和实施工作。
The predecessor of the Institute of Educational Policy and Evaluation of International Students of Beijing Language and Culture University (BLCU) was the BLCU HSK Center. It is the birthplace of HSK and has the history of researching and implementing HSK for over three decades. The Institute of Educational Policy and Evaluation of International Students of BLCU is also the main construction unit of the grade-2 subject "Educational Assessment and Governance" for subject Education at BLCU.
The Institute of Educational Policy and Evaluation of International Students of BLCU mainly conducts scientific research centered on language testing while crossing various disciplines which includes educational policy, educational assessment, teaching Chinese to speakers of other languages, language cognition and acquisition, Chinese linguistics, etc. It is tasked with policy consultation and examination practice as well. The construction of the Institute of Educational Policy and Evaluation of International Students of BLCU endeavors to build a high-end Five-in-One Think Tank platform and professional examination research and development institution with principles of political correctness, productivity, learning, research and practicality.
Since 2013, the Institute of Educational Policy and Evaluation of International Students of BLCU has been undertaking the research and implementation program of the preparatory educational standardized and completion examination for Chinese government scholarship undergraduates authorized by the Department of International Exchange and Cooperation of the Ministry of Education and China Scholarship Council. The preparatory educational standardized and completion examination for Chinese government scholarship undergraduate students has become the sole criterion of measuring the level of the recompletion of the scholarship students recognized by the Department of International Exchange and Cooperation of the Ministry of Education since 2016. Commissioned by the Ministry of Education, the Institute of Educational Policy and Evaluation of International Students of BLCU also been leading the research and implementation of large-scaled research projects including but not limited to the admission policies and standards for undergraduate students studying in China, the survey of undergraduate enrollment in China and the effect comparison and countermeasure research of online and offline education for international students as well.
The Institute of Educational Policy and Evaluation of International Students of BLCU also directs and participates in the research and implementation of major examinations such as C.TEST, C.TEST oral examination, the compulsory education quality monitoring examination of the Ministry of Education, etc.
